This is traditionally inscribed on or near the amud (lectern) where the shaliach tzibur (prayer leader) leads the prayers. The purpose is to focus the consciousness and remind the leader where his attention should be. Namely, on God and not on anything else. It's natural to be distracted, and this written reminder is meant to bring his attention back to the task at hand.
